Why is ICD10PCS not part of the default download bundle in Athena?

ICD10PCS contains standard procedure concept_ids, but is not selected by default in the Athena download page. Isn’t it the case that all standard vocabularies should be part of the default download bundle? Alternatively, shouldn’t ICD10PCS concepts be marked non-standard? I supposed there was a convention there, but I might be wrong…

What is the practice now in this domain, if you cannot find a standard you make your own local source codes the standard? and then all the future vocabularies have to try to map to yours? So if we cannot map to standard device codes in IPCI (if we would be aware of all the vocabs that are standard), we simple add those as a new vocabulary and call them standard? We need to make the standard selection rules more clear.

Thank you, so the conclusion is: ICD10PCS concepts are marked standard for lack of better alternatives at the moment, not because they should be a true standard - correct?
