Unknown PERSON's Primary Provider?

Another topic that has been proposed by THEMIS is what to do when you lack a primary provider for a person. For example, you know many doctors that work with a patient but not who is the main doctor.

RECOMMENDATION
When the primary provider is unknown for a person then leave the PROVIDER_ID blank.
