Physical Measurement - Special Circumstance

Hi, I was looking at measurements under this LOINC panel (LOINC 89263-8 Special circumstances associated observations panel) and see they are in the observation table. Should they be in the measurement table instead b/c they are still measurements and we would capture the special circumstance (i.e. crying when measuring blood pressure in children) in the observation table? @aostropolets what do you think?

I’m not the expert here, but LOINC says: This panel contains all of the “Special circumstances” LOINC codes that are used to report the specific context during which a particular measurement was taken, where that context may affect the measurement value.

So it seems they envision this code to be coupled with a code/text that describes circumstances, in which case it seems more like an observation to me. Would be interesting to hear what others think.
