How to license a vocabulary to be added in Athena

Hello,

We are studying how to map the Finland drug vocabulary VNR to RxNorm and make it available in Athena.

VNR codes are handled by a private company Laaketietokeskus. The current possibility would be to make them available under a license.

Is there any documentation on this matter?
Could someone share their experience in a similar subject?
We aim at the VNR used in Finland but VNR serves the Nordic countries, is there any other participant interested in the VNR codes?

@Javier: If this is a proprietary resource we need to engage with them on a redistribution license, allowing us to send their data in OMOP Vocabulary format to our collaborators. The collaborators would have to obtain the actual End User License. We can have that set up in Athena, there are already a bunch of vocabularies that cannot be just downloaded, but need a step of proof of license. MedDRA is one of them.
