Hookah concept

@Dymshyts,

Most of the smoking/tobacco use concepts are in the Observation domain. I searched for Hookah and found a concept_id = 44784248, Hookah pipe smoker, in the Condition domain. There is an Observation concept for Waterpipe tobacco consumption concept_id = 44809281, that I can use for now, but can we move the hookah concept to the Observation domain?
