Gemscript licensing?

On the ATHENA Download Page, Gemscript shows “Currently not available”, but the page allows me to download it.

Are there licensing restrictions for Gemscript?
Has the name changed for “Resip” (The company that created Gemscript per a link from 2012).

What is the current status for GemScript? Athena says license is required. Doing CPRD ETL and would like to download GemScript.

We are still trying to figure out the license agreements.
