New working group: Medical Device Working group

We are looking for 2021 goal ideas for device WG. I added one other idea around paclitaxel coated drug stents. We could try to reproduce a prior study. I posted some links under a new idea in the link here: https://github.com/minforteam/ohdsi-device-wg/discussions/categories/ideas
