Discrepancy - HIPAA place of service codes

Good afternoon: There seems to be some discrepancy that needs correction. Could we please correct them.

Pretty sure that organization represent HIPAA place of service has two character codes with leading zeros. e.g. 2 is not the same 02. Would it be possible to have leading zeros?
