An excellent contribution and initiative. I like to see, that data, tools and standards are as open as possible and privacy constraints are adequately respected.
The paper itself, including mission, vision and program, is well written and clear.
Minor remarks:

  • the upper part of figure 1 needs some more explanation.
    Questions:
  • as all data contributions are pooled: how can one guarantee quality, as there is no mechanism for monitoring adherence to the CDM at participant cite? What particicpant-departments are typically doing the evaluations and how are they trained? What is the direct benefit for participants?
  • are non-SNOMED member countries or non-LOINC user excluded (e.g. Germany, France)?
  • are there already results in form of clinical trials / meta analysis / cochrane reports etc derived from OHDSI data? How reliable (in a statistical sense) is the data?
  • the collected cohorts are quite arbitrary and selective. How do you adjust for calculating prevalence? Where do control groups come from?

Reviewer 2:
This paper introduces an initiative to provide a platform for easy information access for observational researchers. It is like an overview of several topics covered and its potential is impressive. However for single researcher especially in informatics is little to learn from the paper itself, as the topics are not very detailed.
Nonetheless the presented initiative/platform is useful for applied researcher and its presentation might motivate other researchers to get in touch with responsible people of the partnership to learn on one or the other special topic of interest and/or start cooperations.
