mapping between concept code to ICD-10-PCS

Hi,

I am working on ICD codes for procedures. I was trying to connect between concept code and ICD-10-PCS for procedures. I red documents saying, first map between concept code to ICD9 and ICD9 to ICD-10-PCS. Unfortunately, I could not find any mapping file between concept code to ICD9 (it has only for ~4000 codes). Could you please help me get this mapping files.

Procedures are not as neat as diagnoses in the OHDSI universe.
What is your source terminology? (what country your data come from?)

There is no major consensus on target terminology.
