I am looking to confirm logic my team is using for down conversions and costs. As you know there are costs for Measurements and Devices in 5.0, however 4.0 only has Procedures and Drugs so those Measurements and Devices are getting dropped. We have thought about putting these costs in to procedures however then we could get duplicates or the cost may just be incorrect since measurements and devices might not tie to procedures in v4. As of now we are thinking the best scenario is just to drop them - any thoughts?
I would recommend using CDM version 5.

I love the recommendation, however for some of our clients, they are still on 4.0 so we have to down-convert. We don’t want to have the effort of doing a 4.0 and 5.0 conversion.
The thought here is that if the device or measurement in 4.0 drops into Observations, then the cost will be gone. If it goes into procedure or drug, then the cost will be kept there.
