Concept for Unknown Ethnicity

I’ve been searching SNOMED directly (http://browser.ihtsdotools.org/) and found a concept, 10241000175103, but it doesn’t exist in my recent download. Does this have to do with being from the NLM?

All “unknown” entities, no matter which domain, are concept_id=0.
