A basic question, do we need to have Achilles in place before using Atlas on environment?

No, achilles is a completely stand-alone process. However, if you do set up a CDM for Atlas (with the CDM schema and the Results schema) you can direct the Achilles package to write the output to the Results schema, and the results will be visible in Atlas.
